POSITION VACANCY ANNOUNCEMENT FOR:
CLERK OF COURT
Nature of Work
The Clerk of the Supreme Court of the Virgin Islands is a
position created pursuant to 4 V.I. Code Ann. § 30 and is responsible for the
day to day operations of the Clerk's Office of the Supreme Court of the Virgin
Islands. The Clerk exercises primary
responsibility for the administration and management of the Supreme Court
Clerk's Office by providing assistance to the Chief Justice of the Supreme
Court, other courts in the Judiciary, territorial government agencies, members
of the Virgin Islands Bar and the citizens of the territory. Work involves the management of the
appellate case processing of the Supreme Court.
Work involves the supervision and
coordination of the various activities and subordinate personnel and the use of
independent judgment and initiative.
Work is reviewed by the Chief Justice through personal consultation,
observation and results obtained.
Essential Functions

all of the duties listed, nor do the examples cover all the duties which may be
performed)
- The
Clerk directs the daily operations of the Clerk's Office and supervises
the staff of professional and non-professional assistants.
- The Clerk
oversees the scheduling, preparation and coordination of the Supreme Court
calendars.
- The
Clerk of the Clerk is responsible for case management, records
maintenance, statistical reporting and special studies, opinion
publication and circulation, and supervision, training and management of
the staff of the Clerk's Office.
- As
delegated by the Court, pursuant to local rule, the Clerk shall dispose of
motions filed in cases before the Supreme Court.
- The
incumbent shall interpret the Federal Rules of Appellate Procedure and the
Rules of the Supreme Court and facilitate the implementation thereof.
- The
Clerk shall consult with the Court and evaluate, plan, organize, develop,
recommend and implement policies and procedures that affect the orderly
operations of the Court's business.
- The
Clerk shall plan and implement new, emerging, and changing technological
developments, coordinate services with other courts, agencies and outside
vendors as they relate to the efficient operation of the Clerk's Office.
- The
incumbent shall supervise the staff attorneys for the Supreme Court.
- Assist
in the preparation of the annual budget of the Virgin Islands Judiciary
and forecasting the needs of the Supreme Court as necessary.

knowledge, abilities and skills listed above.
An example of an acceptable qualification for this position is:)
Graduation
of an accredited college or university with a Bachelor's degree in business or
public administration or related field, supplemented by a law degree and
extensive experience (seven (7) years or more) in management and supervisory
experience in court administration or executive management.
Knowledge, Abilities, and Skills
Ability to exercise independent judgment and discretion;
extensive knowledge of appellate court procedures, court rules, legal
documents, laws and legal factors pertaining to the appellate court system;
knowledge of the principles and practices of computerized case information
systems; extensive communication skills, with the ability to communicate
clearly and concisely, verbally and in writing; good analytical and problem solving skills; general Knowledge of fiscal principles and
the budgetary process; skilled in the
use of the computer; well organized and detail oriented; the ability to
interact well with others, including but not limited to, judges, court
personnel, law clerks, state and territorial officials, attorneys, local
organizations and agencies, and the public.
Other Requirements: Work is performed primarily in an
office setting, although travel between districts is required. Physical Demands: Work is essentially sedentary with occasional
walking, standing and bending. May need
to transfer objects weighing less than 25 pounds such as papers and files.
Salary
Range: $92,000 to
$110,000, annually commensurate with qualifications and experience.
